  1. Add the additional Contact relationship to the Client entity.  This contact may or may not have Folder Access as this is not necessary to complete a webform checklist.
  2. Create the email job selecting the Webform Checklist template.
  3. On the Schedule tab, select the drop down option for the Contact type and select <All Contacts>
  4. On the Recipients tab, ensure the correct contact is selected to receive the email job.
  5. Send the email job as normal.

If you wanted to send the email job to a contact which did not have Folder Access, it would mean that when they login to the Portal, they would only be able to answer the webform checklist and submit it.  They would NOT be able to see any content in the Client Folder.
